She appeared as Miss Universe in 1992, 1999 and 2013. While her 1992 slot went already to Michelle McLean(Namibia), she was once crowned as successor on this slot by Olivia Culpo(Miss El Salvador 1991 and Miss Universe 1991), her slot of Miss Universe 1999 is now officially Mpule Kwelogobe's slot(Miss Botswana) and the supposed third time feat of a Venezuelan crowning another Venezuelan in the Miss Universe pageant since Maria Estefania Fernandez(Venezuela) had just won the title in 1998 and went to crown Gabriela Ysler(Venezuela) in 1999--- remember also that it was Miriam Quiambao who had a stronghold position on these pageants as she was both first runner-up to Gabriela Ysler and Mpule Kwelogobe, and today, Gabriela Ysler is officially Miss Universe 2013! The first to wear the sash on our record was Janine Tugonon who went in 1988 during the first pageant as a loskl(thank you girl) and went home first runner-up during her re-pageant 24 years later as first runner-up with an answer to the final question intriguingly almost the same as Miriam Quiambao's in 1999 when she was First Runner-UP to Gabriela Ysler. If Janine was 17 during the first pageant where she is remembered as a SAMBA girl(too dark skinned) wearing a blue bunny girl tanga and a samba headress, she will be 43 today! Whew! VATICAN CITY (Reuters) - Pope Francis used his first Easter Sunday address to call for peace in the world and appealed for a diplomatic solution to the crisis on the Korean peninsula.

In his first "Urbi et Orbi" (to the city and the world) message, Francis also called for peace between Israelis and Palestinians, an end to the civil war in Syria, and political solutions to conflicts in several African countries.

The former Cardinal Jorge Bergoglio of Argentina, who has made defense of nature an early hallmark of his pontificate, also condemned the "iniquitous exploitation of natural resources" and urged everyone to be "guardians" of creation.

Francis delivered his message from the central balcony of St. Peter's Basilica - the same spot from where he first appeared to the world as pope after his election on March 13 - to a crowd estimated by the Vatican at least 250,000 people.

"Peace in Asia, above all on the Korean peninsula: may disagreements be overcome and a renewed spirit of reconciliation grow," he said, speaking in Italian.

North Korea said on Saturday it was entering a "state of war" with South Korea. Tensions have been high since the North's new young leader Kim Jong-un ordered a third nuclear weapons test in February, breaching U.N. sanctions and ignoring warnings from North Korea's sole major ally, China, not to do so.

Francis, who has brought a more simple and personal style to the papacy, said the message of Easter is that faith can help people transform their lives by letting "those desert places in our hearts bloom".

GUARDIANS OF CREATION

"How many deserts, even today, do human beings need to cross! Above all, the desert within, when we have no love for God or neighbor, when we fail to realize that we are guardians of all that the creator has given us and continues to give us," he said.

Earlier, at a Mass in a square bedecked by more than 40,000 plants and flowers, the pope wore relatively simple white vestments, as opposed to his predecessor Benedict, who preferred more elaborate robes.

The huge crowd spilled out of St. Peter's Square and into surrounding streets and included many who had come to see a pope they hope could give a new start to a Church that has been marred by scandals involving sexual abuse of children and allegations of corruption.

"It's a new pope and new beginning," said Tina Hughes, 67, who came to Rome with her family from Nottingham, England to see the pope. "I think he brings something special. He connects with people. I feel good about him."

Francis, who took his name in honor of St. Francis of Assisi, who is revered as a symbol of austerity and the importance of the natural world, said:

"Peace in the whole world, still divided by greed looking for easy gain, wounded by the selfishness which threatens human life and the family, selfishness that continues in human trafficking, the most extensive form of slavery in this 21st century.

"Peace to the whole world, torn apart by violence linked to drug trafficking and by the iniquitous exploitation of natural resources! Peace to this our Earth! May the risen Jesus bring comfort to the victims of natural disasters and make us responsible guardians of creation."

Easter Sunday, the day Christians believe Jesus was resurrected from the dead three days after his crucifixion, was the culmination of four hectic days of activity for the pope, during which he instituted several novelties.

On Holy Thursday, two women were included among the 12 people whose feet he washed and kissed during a traditional ceremony that had previously been open only to men.

Francis is still living in the same Vatican guesthouse where he stayed during the conclave that elected him the first non-European pope in 1,300 years, instead of moving into the regal papal apartments in the Vatican's Apostolic Palace.

He has also been inviting ordinary people to his morning Mass at the guesthouse, including Vatican street sweepers and gardeners.

VATICAN CITY (Reuters) - Pope Francis used his first Easter Sunday address to call for peace in the world and appealed for a diplomatic solution to the crisis on the Korean peninsula.

In his first "Urbi et Orbi" (to the city and the world) message, Francis also called for peace between Israelis and Palestinians, an end to the civil war in Syria, and political solutions to conflicts in several African countries.

The former Cardinal Jorge Bergoglio of Argentina, who has made defense of nature an early hallmark of his pontificate, also condemned the "iniquitous exploitation of natural resources" and urged everyone to be "guardians" of creation.

Francis delivered his message from the central balcony of St. Peter's Basilica - the same spot from where he first appeared to the world as pope after his election on March 13 - to a crowd estimated by the Vatican at least 250,000 people.

"Peace in Asia, above all on the Korean peninsula: may disagreements be overcome and a renewed spirit of reconciliation grow," he said, speaking in Italian.

North Korea said on Saturday it was entering a "state of war" with South Korea. Tensions have been high since the North's new young leader Kim Jong-un ordered a third nuclear weapons test in February, breaching U.N. sanctions and ignoring warnings from North Korea's sole major ally, China, not to do so.

Francis, who has brought a more simple and personal style to the papacy, said the message of Easter is that faith can help people transform their lives by letting "those desert places in our hearts bloom".

"How many deserts, even today, do human beings need to cross! Above all, the desert within, when we have no love for God or neighbor, when we fail to realize that we are guardians of all that the creator has given us and continues to give us," he said.

Earlier, at a Mass in a square bedecked by more than 40,000 plants and flowers, the pope wore relatively simple white vestments, as opposed to his predecessor Benedict, who preferred more elaborate robes.

The huge crowd spilled out of St. Peter's Square and into surrounding streets and included many who had come to see a pope they hope could give a new start to a Church that has been marred by scandals involving sexual abuse of children and allegations of corruption.

"It's a new pope and new beginning," said Tina Hughes, 67, who came to Rome with her family from Nottingham, England to see the pope. "I think he brings something special. He connects with people. I feel good about him."

Francis, who took his name in honor of St. Francis of Assisi, who is revered as a symbol of austerity and the importance of the natural world, said:

"Peace in the whole world, still divided by greed looking for easy gain, wounded by the selfishness which threatens human life and the family, selfishness that continues in human trafficking, the most extensive form of slavery in this 21st century.

"Peace to the whole world, torn apart by violence linked to drug trafficking and by the iniquitous exploitation of natural resources! Peace to this our Earth! May the risen Jesus bring comfort to the victims of natural disasters and make us responsible guardians of creation."

Easter Sunday, the day Christians believe Jesus was resurrected from the dead three days after his crucifixion, was the culmination of four hectic days of activity for the pope, during which he instituted several novelties.

On Holy Thursday, two women were included among the 12 people whose feet he washed and kissed during a traditional ceremony that had previously been open only to men.

Francis is still living in the same Vatican guesthouse where he stayed during the conclave that elected him the first non-European pope in 1,300 years, instead of moving into the regal papal apartments in the Vatican's Apostolic Palace.

He has also been inviting ordinary people to his morning Mass at the guesthouse, including Vatican street sweepers and gardeners.

The penny will be definitely MISSED as a regular sight around once the phase-out is complete. It's like the two dollar bill with Queen E's face on the denomination. Incidentally, I had an uncomfortable memory with a bunch of pennies(totalling to a dollar and fifty cents) handed to me by Lolo Ambrose at one time on a BC Transit ride for fare in exchange of a transfer ticket. It's my first time to ride the bus upon arriving at Vancouver then with the Downtown "tour" he has prepared that includes a mango scouting at CHINA town in MAIN St. I said it's uncomfortable because it took awhile before I was able to insert all those pennies on the slip/fare box next to the bus driver. smile emoticon A penny for your thoughts? http://www.facebook.com/photo.php?fbid=3084773324785&set=a.3007582675067.2132900.1427450153&type=3&theater

TORONTO (AP) — They clutter your dresser and cost too much to make. They're a nuisance and have outlived their purpose.

Finance Minister Jim Flaherty was talking about the Canadian penny and why the Royal Canadian Mint will end its production this fall as part of his austerity budget.

"The penny is a currency without any currency in Canada, and it costs us 1.5 cents to produce a penny," Flaherty told reporters.

Responses Friday were mixed, with some Canadians saying it would make life easier, while others worried it would become an opening for sneaky price hikes.

David Berman, a blogger at the Toronto Globe and Mail, took issue with Flaherty calling the penny a nuisance. "For a government that has been warning Canadians against piling on too much debt, it seems like a contradiction to then denigrate the one-cent coin — hey, it's still money — as nothing more than a waste of space. It isn't."

Flaherty said a Canadian senate committee held hearings on the penny last year and not one witness came forward to say it should be spared.

A government statement said New Zealand, Australia, the Netherlands, Norway, Finland, Sweden and others "have made smooth transitions to a penny-free economy." It said penny production cost $11 million a year, and that the coins, which feature two maple leaves and Queen Elizabeth II in profile, would remain legal tender until they eventually disappeared from circulation.

It said it expected businesses to round out the numbers on price tags where necessary.

"Our members are not opposed to the proposal as long as the proposed system of rounding is adequately explained to Canadians. That's the sweet spot. We've got to make sure people understand what's going on," said Sally Ritchie of Retail Council of Canada.

Ralph Moyal, President of the Retail Merchants' Association, said dropping the penny might speed up transactions.

"Pennies are unnecessary and no longer have any function," Moyal said. "I haven't heard any complaints from our retailers."

In Toronto, Mary Pascale, who co-owns a gourmet food shop, agreed the penny was a nuisance and said she already rounds out prices to the nearest 5 cents. Otherwise "it takes time to count all the change."

Theo Danilov, a web developer, said: "I am happy about having less change in my pockets." But he had qualms about the rounding up, saying: "It's another way for merchants to nickel and dime their customers."

Brian Grant Duff, a Vancouver coin collector and dealer, said he'll mourn the penny but acknowledged there's very little use for it.

"It's sad for collectors and history buffs. It makes you think of all those expressions — a penny for your thoughts or having a lucky penny," he said. "I was born in the mid '60's, so even in my lifetime there hasn't been a lot you can buy with a penny. And now if you walk down the street most people would be too ashamed to pick up a penny or wouldn't bother, and they probably wouldn't feel too good about handing a penny to a homeless person."

As for the U.S., however, he said: "It's hard for me to imagine the Americans saying, 'That's it, we're getting rid of the penny. It's got Lincoln's head on it.'"

The U.S. Treasury Department cited a statement from Treasurer Rosie Rios from earlier this year when asked about the Canadian decision. She said the Obama administration has looked at possibly using cheaper materials to make the penny, which is now made of zinc.

That's quite a difference from when candidate Barack Obama was campaigning to become president.

"We have been trying to eliminate the penny for quite some time — it always comes back," Obama said at the time. "I need to find out who is lobbying to keep the penny."

Two separate bills calling for the demise of the penny, introduced in 2002 and 2006 by Republican congressman Jim Kolbe, failed to advance in the U.S. House of Representatives.

The American zinc lobby has been a major opponent to suggestions that the penny be eliminated. Another advocacy group called Americans for Common Cents passionately defends the tiny coin.

"Eliminating the penny is a losing proposition because it will result in rounding to the nearest nickel and higher prices for America's working families," a statement on the group's website reads.

"This increased cost to consumers will be felt in everything from the grocery store to the gas pump. Pennies add up to millions of dollars every year for charities across the country. Simply put, the penny plays an important role in our everyday lives and in our nation's economy."

George Palaganas Lolo Ambrose has an advance memory of Cindy's Store at Richards which was no longer there when both of us painstakingly walk the streets of Richards from downtown Granville. I was kind of grumpy(reads grouchy) because we haven't established any store yet in Hong Kong which was Operation Manager Dick Obando's target when I was still at Cindy's F. Tañedo. And then, there was Cindy's Richards... it's unthinkable at that time. But his memories of Wendy's recycable scraps from Vancouver reaching Paniqui(buckets,etc) were real! MANILA, Philippines – The Professional Regulation Commission insisted on Friday that the licensure examination for civil engineers that was administered in the Middle East last December in which only one of the 151 takers passed was fair and responsive to current trends.

The PRC was responding to a complaint Qatar chapter of the Philippine Institute of Civil Engineers (PICE), which charged that the number of questions in the examinations given Dec. 9-11, 2011 in different places in the Middle East had been unreasonably and unfairly increased from the standard 30 to 100.

The group questioned why the PRC gave last November a 30-item test per subject to takers in the Philippines while making unannounced adjustments on the Special Professional Licensure Board Examinations to overseas Filipino workers.

“Technically, it is not completely correct to say there was an increase [in questions],” PRC spokesman Louis Valera told the Philippine Daily Inquirer. “It is within the discretion of the PRC board to give 100-item questionnaires because it is in the table of specifications.”

He cited a provision in the commission’s Resolution 2 Series of 1995, which pertains to the promulgation of the syllabi for the subjects in the Civil Engineering Licensure Examinations that states: “The board shall provide a minimum of 500 questions for each subject from which the computer of the commission will select at random on the day or a few days prior to the examinations the questions to be given. The number of questions for each subject shall not be less than 20 at 4 points each. The maximum number of questions shall not be more than 100 at 1 point each.”

The subjects in the PRC-administered examinations for civil engineers are Mathematics and Surveying; Hydraulics and Geology; and Structural Design.

The board’s discretion, Valera said, was based on the responsiveness of the examinations to current trends to ensure the competitiveness of takers in their respective fields.

“The PRC does not need to advise them [licensure examination takers] because they are supposed to be well aware of this,” he said, adding that the board has the option to change the manner of the examinations if needed “as long as they play within the range” of allowable number of questions per subject.

The PRC spokesperson told the Inquirer that it would have been unfair if the board gave exactly the same test as the exams given in the Philippines and those given outside the country were conducted on different dates.

He said that citing the passing rates in previous examinations was not the right measure to determine if the last exams were fair or not.

“The examination would have been questionable if nobody passed. But someone passed, so there is nothing wrong with the test. They just got used to the 30-item exams.”

The PICE-Qatar Chapter, led by its president Delfino De Leon, had complained to several government agencies over the examinations saying, “We were surprised and very disappointed that the regulatory board of Civil Engineering/PRC had radically adjusted the number of questions for each subject from 30 to 36 items to 100 items and allotted the same answer period of four to five hours.”

“Calculating from these, an examinee has a maximum of three minutes to read, understand, analyze and compute and finally shade the answer to each item in the questionnaire. Considering this time limit and the stressful conditions in a testing center, we can say that passing this type of board examinations is almost impossible,” it said, adding adding that there was no advisory from the PRC about the increase in the number of questions.

“We consider this so-called adjustment, unreasonable and unfair to the examinees here in the Middle East,” the complaint said.
