RAMALLAH, West Bank — Palestinian Prime Minister Salam Fayyad replaced almost half of his West Bank-based Cabinet on Wednesday, a clear sign that efforts to end the Palestinian political split are stuck.

A unity deal reached in February was to have ended five years of separate Palestinian governments, one run by Fayyad in the West Bank and the other by the Islamic militant Hamas in the Gaza Strip. Under its terms, President Mahmoud Abbas was to head an interim unity government ahead of presidential and parliamentary elections.

However, repeated disagreements between the two factions as well as within them have held up implementation.

By rearranging the Cabinet in the West Bank, Fayyad and his boss Abbas signaled the split is likely to continue for some time. The 24-member government sworn in Wednesday had 11 new members.

According to the Palestinian news agency Wafa, Abbas told the new Cabinet that its priority should be to conduct municipal elections that have been delayed repeatedly. Such elections would likely be held only in the West Bank, another sign that implementation of the unity agreement does not seem close.

Abbas and Hamas have had bitter ideological differences, with Abbas pursuing a deal with Israel and Hamas dismissing such talks as a waste of time. Efforts to bring the two groups together have repeatedly stalled but February’s agreement, signed in Doha, Qatar, seemed to bring reconciliation — key to any statehood ambitions — within reach for the first time since 2007.

Under the Doha agreement, Abbas was to lead an interim unity government of independent technocrats for several months, until elections. But since it was announced, rifts have emerged. Hamas leaders in Gaza balked at the idea of relinquishing power to Abbas who, in turn, has been apprehensive about engaging in a partnership with the Islamists that could turn off Western donors.

Fayyad, an economist who is widely respected in the West, is expected to remain as prime minister until a unity government is forged.

The reshuffle drew criticism from Hamas.

“Any reformation of the government in the West Bank, or even any Cabinet reshuffle, is wrong and with this they are avoiding the Doha announcement,” said Hamas spokesman Fawzi Barhoum.

Israel had condemned the Doha deal, warning that any rapprochement between Abbas and Hamas would close the door to future peace talks.

Border between Pakistan, India is world's most dangerous

If you ask people around or in the city of El Paso, Texas, they will undoubtedly say the most dangerous place in the world is the U.S. border between the cities of El Paso and Ciudad Juarez, Mexico. An estimated 5,000 people -- mostly on the Juarez side -- have been killed by the drug cartel wars in attempts to gain supremacy in the drug trade.

If you ask someone with a more geocentric perspective, they are almost certain to say the border between Pakistan and India.

In 1947, nonviolent leader Mahatma Gandhi quietly told the British, "It is time for you to go." They left. That same year, western India split off into the Muslim-dominated country of Pakistan. The far-eastern portion -- also Muslim-dominated -- became East Pakistan and later the sovereign country of Bangladesh.

Most Muslims in India headed for Pakistan while most Hindus in Pakistan headed for India. During this mass migration, hundreds of thousands were killed by militant gangs of both faiths.

Late that same year, fierce Pakistani Pashtun tribesmen launched an attack into the disputed Kashmir region to claim territory for Pakistan. Their forward advance still marks the region's "line of control" adjacent to the Indian-controlled area of Kashmir.

This disputed area has been the location of three wars since 1947 with ground troops fighting on glaciers at 9,000-foot altitudes over land which is of no strategic value to either country. In the past 25 years, 40,000 to 100,000 have been killed, depending upon who you believe. Lately, the military intervention has been limited with both sides shooting 155mm (6-inch) cannons over 10,000-foot mountain tops into the other side's encampments.

Pakistan, located on the Arabian Sea, is less than one-tenth the size of the U.S. but has a population of almost 180 million -- more than one-half of the U.S. Geographically is has extremes of tropical rivers populated with crocodiles and mountainous terrain with more than 100 peaks higher than 23,000 feet. They are snow-covered year round, and between them are crude valley deserts.

It is a semi-presidential democratic republic whose president is elected by an electrical college, similar to our process. By law, the president is commander-in-chief of the military, although as a practical matter, that has changed.

Islam is the national religion, making it second only to Indonesia as the largest Muslim country, with 97 percent Sunnis. As a legacy of 200 years of British rule, until 1947, English is the official language and is required for all contracts.

Half of Pakistanis speak Punjabi, with the balance using variants of neighboring countries' language. A very poor country, with a per-capita gross domestic product of only $770, half of the population lives on less than $1 per day.

Pakistan and its neighbor, India, both possess nuclear weapons. The CIA estimates that Pakistan has between 70 and 120 nuclear devices. These utilize a core of a dozen kilo of highly enriched uranium. Currently, the country is producing about 100 kilo each year. This relatively high rate of mass production yields an economy of scale, reducing the cost of one weapon to around $10 million. Cheap nukes.

This past April, Pakistan tested its new Hatf IX missile, with a range of 35 miles. This is clearly a tactical weapon with a likely yield of about 4,000 tons of TNT -- about one-quarter of the World War II Hiroshima bomb -- intended to wipe out an armored division.

The most disturbing factor is that Pakistan's nuclear weapons are controlled by the Army, not the government. Abdul Qadeer Khan, the father of Pakistan's nukes, made public a letter documenting Pakistan's sale of nuclear weapons technology to North Korea for $3 million. The generals got the money, not the government.

China's love affair with Pakistan has become much less amorous as Pakistan experiences internal strife, repeated terrorist attacks and a significant parting between the military and the government.

In downtown Karachi, thousands of Pakis have been killed in shoot-outs between the Pakistan People's Party and the Muttahida Qaumi Movement, which sprang from an Indian sect. Government forces now have orders to shoot to kill suspects -- only suspects -- without any due process.

But Pakistan's differences with the U.S. on almost any issue causes it to intensify its love affair with China. China recently agreed to furnish Pakistan with 50 high-performance fighter jets.

DAR ES SALAAM (Reuters) - Hundreds of supporters of a separatist Islamist group set fire to two churches and clashed with police during protests in Zanzibar over the weekend against the arrest of senior members of the movement, police and witnesses said.
Police accused the Uamsho (Awakening) group of ordering its supporters on to the streets - but the movement's leadership denied having any part in the unrest.
Clashes broke out in the historic commercial and tourism centre of Stone Town on Saturday night and continued until Sunday afternoon, witnesses told Reuters.
The reports of attacks on churches will raise fears of an escalation in religious tensions in the predominantly Muslim island ruled by a semi-autonomous secular government. Several bars were attacked last year.
Shops remained closed and people stayed in their homes on Sunday as riot police patrolled the streets of Stone Town, witnesses said.
"There is a lot of tension, people are hiding in their houses. All the streets are empty, it's the only the police who are out there," resident Mai Zuberi told Reuters by phone.
"There were clashes all night on Saturday and the violence continued until noon today. All the roads were blocked in the Stone Town area," Zuberi added.
Police said they had arrested 30 members of Uamsho - a Swahili acronym of its full name the Association for Islamic Mobilisation and Propagation. Uamsho has called for a referendum on Zanzibar's exit from its union with mainland Tanzania.
"We will continue to search for more leaders of the Uamsho group, which was responsible for inciting these riots," Zanzibar Police Commissioner Mussa Ali Mussa said in a statement on Sunday.
"One church was extensively burnt by the protesters, and the second was partially burnt and the protesters were prevented from completely destroying it," he told Reuters by phone separately.
The group dismissed the accusations. "The Uamsho association ... is not involved in any acts of breach of peace. We would like to urge all Muslims and Zanzibaris to continue to maintain peace and tranquillity in the country," it said in a statement.
The Indian Ocean archipelago of about 1 million people merged with mainland Tanganyika in 1964 to form the modern Tanzania, but Zanzibar retains its own president and parliament.
Tanzania, which has enjoyed relative stability in a volatile region, has pledged to have a new constitution in place by 2014, with the union expected to be one of the major issues of debate.
Analysts said the Uamsho group has been gaining popularity following the disenchantment of supporters of Zanzibar's main opposition Civic United Front (CUF) party after its decision to form a government of national unity with the ruling Chama Cha Mapinduzi (CCM) party.
"We should never allow a few disgruntled people to plunge us into chaos over religion so as to achieve their own political goals," mainland Tanzania opposition lawmaker Zitto Kabwe said in a statement.

George Palaganas I am in quezon city nga... but do not go to Queriza where I directed you last time, I just go there every Sunday afternoon to get update of things on the place.... My work... I am a PhD and I just work with what I can get laid my hands onto right now... like writing those kind of stuff and you know, do part time odd jobs to support my wallet... What I do need is a real paying job though.... like a regular pay... I am not receiving yet my pay with my employment as Payment Manager with AMEXCOM so I can not yet get into a business venture with you and your husband but plans are there.... we can have "our business" together in due time... take care always... I love you!

When Michelle and I sit down with our family to give thanks today, I want you to know that we'll be especially grateful for folks like you.
